Immigration New Zealand has updated the Active Investor Plus Visa to introduce two new investment categories—Growth and Balanced—aimed at attracting investors by offering more flexible and appealing options.
On 1 April 2025, Immigration New Zealand implemented changes to the Active Investor Plus Visa, introducing two new investment categories: Growth and Balanced. The Growth category requires a minimum investment of NZD $5 million over a three-year term, while the Balanced category requires NZD $10 million over five years. These updates aim to provide more attractive and flexible investment opportunities for potential investors.
The scope of acceptable investments has been broadened, particularly for the Balanced category, to include bonds and specific property investments. Property investments are limited to new residential developments that increase New Zealand's housing stock and commercial or industrial developments that add value, such as earthquake strengthening. Equities and philanthropic contributions continue to be acceptable investments. Additionally, the English language requirements introduced in 2022 have been removed to simplify the application process.
Investors in the Growth category are required to spend at least 21 days in New Zealand over the investment term. Those in the Balanced category must spend 105 days over the term, with potential reductions if higher investment thresholds are met. Specifically, spending requirements decrease to 91 days for investments of NZD $11 million, 77 days for NZD $12 million, and 63 days for NZD $13 million. These adjustments aim to encourage active engagement with New Zealand while providing flexibility based on investment levels.
The timeframe for transferring funds and completing investments has been reduced to six months from the date of approval in principle, with a possible one-time extension of six months if applicants can demonstrate efforts to transfer and invest funds. Applicants may also request to change between the Growth and Balanced categories once during the application process, offering additional flexibility.
